Political and Non-Profit SMS and Voice Campaigns for the 2026 Midterms
Quick answer: what a political committee needs to text voters in 2026. To send SMS from a 10-digit number, a 527 political organisation needs a Campaign Verify authorization token, then a brand and campaign registered with The Campaign Registry under the Political use case. Verification and registration typically take 5 to 15 business days, and considerably longer if committee details do not match official filings exactly.
Reviewed September 2026. Election Day is Tuesday, 3 November 2026.
The registration deadline has effectively already arrived
Election Day is 3 November 2026. Campaign Verify and The Campaign Registry typically take 5 to 15 business days when every detail is correct, and 15 to 30 days or more when something does not match. Industry guidance is to begin at least 45 days before your first send.
Work backwards and the arithmetic is uncomfortable. A committee starting registration in early September can reasonably expect to be sending by early October, in time for the get-out-the-vote window. A committee that waits until October is gambling on a clean first submission, and most first submissions are not clean.
If you have not started, this is the week to start.
Political or charity? The distinction most organisations get wrong
10DLC treats political and charitable messaging as two separate special use cases, with two different verification paths.
- 527 political organisations - candidate committees, PACs, Super PACs, party committees and ballot-measure committees - must be verified by Campaign Verify and supply the resulting authorization token before the Political use case can be unlocked.
- 501(c)(3) non-profits register under the Charity use case and do not need a Campaign Verify token.
This matters more than it sounds. A 527 that registers without a Campaign Verify token does not simply get a slower approval. It lands in the lowest tier of 10DLC messaging limits and does not qualify for the Political use case at all. For a campaign planning a get-out-the-vote push, that is the difference between reaching your list and throttling on it.
Campaign Verify tokens also expire and need periodic renewal, so a token issued for an earlier cycle may no longer be valid for this one. Check before you assume you are covered.
What you need before you begin
Have all of this in hand before you start the application, because gaps are what send committees back to the end of the queue:
- Your FEC or state filing ID
- The committee name exactly as it appears on those filings
- EIN and supporting documentation
- Treasurer name and contact details
- A live, working campaign website
The word doing the most work in that list is exactly. A committee registered federally as "Friends of Jane Doe for Congress" cannot register as "Jane Doe for Congress" and expect a match.
Why political registrations get rejected
The common rejection reasons are consistent and almost all avoidable:
- The committee name does not match the official filing character for character
- The wrong committee type was selected
- The person applying is not listed on the official filing
- EIN documentation is missing or does not match
- The campaign website is down, parked, or does not exist yet
Every one of these puts you back at the start of a queue you do not have the calendar to re-enter.
Throughput: what you can actually send on Election Day
Approved political campaigns are not all given the same capacity. Published industry guidance puts the ranges at roughly 75 to 300+ messages per second on 10DLC, up to around 300 per second on toll-free, and 500+ per second on a short code.
The practical implication: if your plan involves a single large send in the final 48 hours, decide your number type during registration, not the week before. Moving from 10DLC to a toll-free number or a short code after approval means starting a new registration.
Consent rules still apply to political messaging
Political speech carries broad First Amendment protection, but the TCPA regulates the technology, not the viewpoint. Autodialed and pre-recorded calls and texts to mobile numbers require prior express consent regardless of how political the content is. Opt-outs must be honoured promptly, and purchased or scraped lists are the fastest route to complaints, carrier filtering and a damaged sender reputation.
Our compliance library covers the TCPA, DNC and CTIA rules in more depth. None of this is legal advice - confirm your programme with your own counsel.
How Signalmash helps campaigns get approved
Signalmash provides carrier-grade SMS, MMS and voice for US and Canadian campaigns, with a compliance team that handles the registration maze rather than pointing you at a help centre.
In practice that means walking your team through Campaign Verify and The Campaign Registry, checking committee details against your filings before submission rather than after rejection, advising on number type and throughput for your list size and send plan, and giving you a real human in a shared channel during the weeks when response time actually matters.
Our rates are published on the pricing page rather than hidden behind a quote form, so you can budget a GOTV send before you talk to anyone. For the mechanics of registration in general, see our complete 10DLC registration guide and our 10DLC messaging overview.
People also ask
How long does political 10DLC registration take in 2026?
Typically 5 to 15 business days when every detail is accurate and complete, extending to 15 to 30 days or more when there are discrepancies between your application and your official filings. Industry guidance recommends starting at least 45 days before your first send. With Election Day on 3 November 2026, committees that have not begun by mid-September are working against the calendar.
Do political campaigns need a Campaign Verify token?
Yes, if you are a 527 political organisation. Candidate committees, PACs, Super PACs, party committees and ballot-measure committees all need a Campaign Verify authorization token to unlock the Political special use case in 10DLC. Without one you are placed in the lowest messaging tier. 501(c)(3) non-profits are different - they register under the Charity use case and do not need a token.
Can non-profits text supporters without Campaign Verify?
A 501(c)(3) can register under the Charity special use case without a Campaign Verify token. The distinction is the organisation's tax status, not the subject matter of the messages, so an advocacy organisation should confirm which category it actually falls into before registering.
Why was my political campaign registration rejected?
The most common causes are a committee name that does not match the FEC or state filing exactly, the wrong committee type, an applicant who is not listed on the official filing, missing or mismatched EIN documentation, and a campaign website that is not live. Each of these requires resubmission, so verify all five before you apply rather than after.
How many texts can a political campaign send per second?
Published industry ranges are roughly 75 to 300+ messages per second on 10DLC, up to around 300 per second on toll-free, and 500+ per second on a short code. Your actual throughput depends on your registered use case, your brand vetting score and the carrier. Choose your number type during registration - changing it afterwards means starting over.
Does the TCPA apply to political text messages?
Yes. The TCPA regulates the technology used rather than the content of the message, so autodialed and pre-recorded calls and texts to mobile numbers require prior express consent even when the message is political. Opt-out requests must be honoured promptly. Confirm your specific programme with legal counsel.
Start the clock today
There are fewer than nine weeks until Election Day, and the registration path in front of you is measured in weeks, not days. If your committee is not yet verified and registered, that is the task for this week - everything else in your outreach plan depends on it.
